Name of childrens book about a family of bears?

This book starts with the phrase "I feel I'll said William. But you cant be ill, we're going to try out our new tools. But I am ill and I'm going to bed" this is the only phrase I know and the bears family go and play outside. If anyone can tell me what book this is I'll be grateful!
